1. In principle, only one project will be supported in each direction. For newly established platforms that meet the criteria, funding of up to 30% of the total approved project investment will be provided, with a maximum of 10 million yuan. For existing platforms that meet the criteria, funding of 20%-40% of the previous year's approved operational expenses will be provided, with a maximum of 5 million yuan. The cumulative number of funding instances for operational expenses during the operational period shall not exceed three times.

2.For the construction of a new platform, the scope of project funding expenses refers to the total project construction investment actually incurred by the project implementation unit for the implementation of the funded project, mainly including the purchase and renovation costs of software and hardware equipment and tools, as well as the construction and renovation costs of the required site for the project. For established platforms, the scope of funding includes the actual project operating expenses incurred in the previous year's funding projects, mainly including research and consulting, testing and certification, planning and design, training and coaching, talent cultivation, publicity and exhibition expenses, as well as the rental and construction expenses of venues and necessary facilities for carrying out the above public service work.

Automotive Electronics Certification Program

1.For eligible individual certification projects, funding will be provided at a rate not exceeding 20% of the approved certification fees, 业with a cumulative funding limit of no more than 20 million yuan per enterprise.

2.The scope of certification fees includes certification fees, research and consulting fees, and training and guidance fees. Among these, certification fees shall not be less than 40% of the total investment in the project application. The calculation of project investment can be traced back to the two calendar years prior to obtaining the certification certificate.

The subsidy standard is 20% of the total project investment as determined by a special audit, 万with a maximum of 15million yuan. The scope of the subsidy covers the total project investment actually incurred by the enterprise in implementing the above-mentioned subsidy projects, including project construction investment and R&D expenses.

（1）The total investment in new platform projects shall not be less than 20 million yuan, and the annual operating costs of existing platforms shall not be less than 2 million yuan.

（2）New platform projects must have commenced construction within two calendar years prior to the publication of the project application guidelines, with a construction period not exceeding two years, and the project must have been completed.

（3）The platform has the infrastructure needed to provide services. It has a fixed place of business and is equipped with the right equipment and tools, with the purchase cost making up at least 40% of the project investment.

（4）The platform has a team of highly qualified professionals. There are at least 50 personnel engaged in professional technical services, of whom at least 80% have a college degree or above and an intermediate or above technical title.

（5）The platform has a sound operating mechanism. It has a complete set of management systems, standardized service processes, and comprehensive service quality assurance measures. The platform should give full play to its public service attributes and formulate special service plans for local enterprises.

Automotive Electronics Certification Program (Special Conditions)

（1）The project must have obtained at least one of the following automotive-grade product certifications or automotive industry-specific management system certifications: Initial certification under the IATF 16949 system; Functional safety management process certification, functional safety product certification, expected functional safety management process certification, expected functional safety management process certification, information security management system certification, information security product certification, cybersecurity certification, ASPICE software process improvement and capability assessment certification, VSOC automotive safety operations center certification, automotive software upgrade management system certification, automotive-grade chip certification and power module certification, automotive operating system certification, intelligent cockpit series certification, intelligent sensor certification, intelligent driving certification, etc.

（2）Project applications must have obtained a certification certificate issued within one calendar year prior to the publication of the project application guidelines, with a certification cycle not exceeding three calendar years.

（3）The applicant must be an enterprise, scientific research institution, or other organization based in Shenzhen with independent research and development capabilities.

Industrialization Projects (Special Conditions)

（1）The total investment in the project shall not be less than 15 million yuan, and there shall be new fixed asset investment (civil engineering, new equipment purchases, etc.). The construction investment shall not be less than 40% of the total investment, R&D expenses shall not exceed 50% of the total investment, and working capital shall not exceed 10% of the total investment.

（2）The project must have commenced construction after January 1, 2021, with a construction period not exceeding three years, and the project must have been completed.

（3）The project products are advanced, with clear intellectual property rights, and can drive the development of the upstream and downstream industries in the industrial chain.

（4）Once the project is completed, it will enable large-scale production of the product.

（5）The project's financial accounting and implementation location is within Shenzhen city limits.

（6）The project has the necessary financial, technical, human, and site resources.
